and what's with those 1980's that appear in there? though i admit i'm not paying much attention, i'm curious if it's explained at all.

oh, awesome! In the Red Alert video game the russians had weapons like tesla coils and tesla tanks, plus a special storm generator. Though I couldnt figure out why when I used to play it.
